- "The Massachusetts Department of Conservation and Recreation (DCR) and its regional partners, the Franklin Regional Council of Governments (FRCOG) and the Pioneer Valley Planning Commission (PVPC), have collaborated to bring the Heritage Landscape Inventory program to twelve communities in the Connecticut River valley region of Massachusetts. The goals of the program are to help communities identify a wide range of landscape resources, particularly those that are significant and unprotected, and to provide communities with strategies for preserving heritage landscapes."

- The Town of Palmer is undertaking the development of a Comprehensive Master Plan in accordance with Massachusetts General Laws. The Town's existing Master Plan is severely outdated as it was last completed in 1975 — prior to the adoption of the Town's first zoning bylaw in 1980. Though the Town has been operating under an Executive Order 418 Community Plan since 2005, this too is inadequate for current planning purposes.
